Driving the Future: Singapore’s Role in AI for Autonomous Driving

Sounds futuristic, right? But it's happening now. From cars that park themselves to advanced systems that detect obstacles at highway speed, we're getting closer to a world where driving might just become optional.

But full autonomy is a whole different level. Imagine a car that doesn't need you at all; no steering wheel, no pedals. You just hop in and enjoy the ride. How Developed is Autonomous Driving Technology?

To understand where we are, it helps to look at the six levels of driving autonomy defined by the Society of Automotive Engineers (SAE):

  • Level 0 – Just the basics: The car gives warnings only. No control taken at all.
  • Level 1 – Hands on: You and the car share control. Think cruise control or park assist.
  • Level 2 – Hands off (sort of): The car steers, accelerates, and brakes on its own, but you must stay alert and ready to take over.

Machine Learning: AVs learn from real-world experience, getting better at navigating complex intersections, pedestrians, and unpredictable road scenarios over time. Developers are also working to reduce bias in AI training data, ensuring systems make reliable decisions across different environments.

Vehicle-to-Everything (V2X) Communication: Vehicles communicate with traffic lights, road signs, and other cars in real time; helping to avoid crashes and respond to changing conditions before a human driver even notices them.

5G Connectivity: Faster, more reliable networks allow instant communication between vehicles and infrastructure, making real-time decisions safer and more responsive.

Even with these advances, edge cases remain a genuine challenge. A cyclist weaving unexpectedly, a child running into the road, or a sudden tropical downpour. That's where continued testing matters.

Computer Vision: What Could Go Wrong?

Even the best technology has failure modes, and the stakes are high on the road:

  • Tech glitches: A sensor failure or bad software update could have serious consequences. The quality and breadth of AI training data matters enormously. Gaps or biases in that data can lead to poor decisions in real-world situations.
  • Who's responsible? In a crash involving a self-driving car, is it the owner, the manufacturer, or the software developer? This question doesn't yet have a clear legal answer in most places.
  • Cybersecurity: AVs are essentially computers on wheels, making them potential targets for hackers. Security must be built in from the ground up.
  • Job displacement: Trucking, delivery, and ride-hailing are all sectors where AV adoption could displace workers. Managing that transition responsibly will be important.

What About Singapore?

Singapore has been one of the most proactive countries in the world on autonomous vehicles. And that's increasingly being recognised. In the latest KPMG Autonomous Vehicles Readiness Index, Singapore ranked first out of 30 countries, including the US and China, for its ability to integrate driverless technology, topping categories for policy and legislation as well as consumer acceptance.[1]

AV trials in Singapore began as far back as 2015. Since then, the pace has picked up significantly:

  • Grab and WeRide launched Ai.R - Singapore's first public autonomous shuttle service in a residential area, in Punggol in late 2025. The service operates two fixed routes connecting residents to MRT stations, malls, and amenities, using a fleet of 11 vehicles (five-seater GXRs and an eight-seater Robobus), all of which passed Singapore's stringent Milestone 1 (M1) safety assessment.[2]
  • ComfortDelGro received LTA approval in December 2025 to test five autonomous shuttles on public roads, with plans to offer driverless rides through its Zig app by 2026.[3]
  • FairPrice Group became the first organisation in Singapore approved by LTA to operate fully driverless AVs on public roads for supply chain logistics, partnering with Zelos Technology from October 2025.[4]
  • In October 2025, LTA awarded a three-year contract to pilot autonomous public buses, with public trials expected in the second half of 2026.[5]
  • AVs are also being deployed for practical tasks like road sweeping (WeRide robosweepers at Esplanade and Marina Coastal Drive) and airport operations (Changi Airport began trialling autonomous buses for staff transfers in 2024).[5]

Singapore's Land Transport Authority (LTA) continues to set and tighten national standards for AV testing, safety, and cybersecurity, and is working with research institutes and industry partners to expand the ecosystem responsibly.

Singapore's goal: AVs as a regular part of the city's transport network by 2040, reducing the need for private car ownership and improving last-mile connectivity island-wide.

The Legal Stuff: Who's to Blame if Things Go Wrong?

One of the biggest unresolved questions around AVs is liability, and it's directly relevant to anyone thinking about insurance. If you're a passenger in a self-driving car that gets into an accident, who pays?

  • Assigning fault: Will it be the manufacturer, the vehicle owner, or the software provider? Singapore's government is working on a liability framework ahead of wider AV deployment. Many experts expect AVs to include detailed black-box data recorders that would help clarify responsibility when incidents occur.
  • Insurance implications: Insurers are likely to shift from personal liability models toward something closer to product liability, where manufacturers bear more of the risk.   • Environmental gains: More electric AVs on fixed, optimised routes could meaningfully reduce emissions and help Singapore meet its Green Plan 2030 targets.
