Your Guide to the Vehicle Entry Permit (VEP) for Malaysia

All foreign vehicles entering Malaysia require a Vehicle Entry Permit (VEP). This guide explains how to ensure your vehicle is VEP-compliant before driving into Malaysia.

Why do we need a permit to enter Malaysia?

Malaysia announced in 2017 that all foreign-registered vehicles entering the country will need a VEP, meant to ensure the owners of foreign vehicles comply with Malaysian road rules. The scheme has loosely been in force since 2019.

As of July 1, 2025, full enforcement of the VEP system is in place for all Singapore-registered vehicles entering Malaysia via land checkpoints.

How do I apply for a VEP?

All motorists entering Malaysia from Singapore will need a Vehicle Entry Permit (VEP) and must have received, installed, and activated the VEP RFID tag. A completed online application and confirmation slip alone is no longer sufficient for entry from 1 July 2025 onwards.

Any vehicle owner caught without the VEP-RFID tag will face a compound fine of RM300 (approx. S$91). They must also complete VEP registration and pay any fines before being allowed to exit Malaysia.

The Malaysian Road Transport Department will have the authority to deny entry to foreign vehicles that do not have a VEP tag and to prevent foreign vehicles from exiting Malaysia if there are unresolved issues.

The VEP is valid for five years. Vehicle owners should renew their VEP six months before the expiry date. The vehicle owner can check the VEP RFID Tag expiry date from the online portal. The portal will send a reminder email six months prior to the expiry date.

Important: Your vehicle is only considered VEP-compliant once the RFID tag has been received and successfully activated online.

Here's an easy, step-by-step guide on how to apply for a Malaysian VEP.

The VEP process involves three main steps:

Step 1: Download the Touch 'n Go eWallet

Download and set up your Touch 'n Go eWallet, which is available at both Apple and Google App stores. This Touch ‘n Go eWallet will be useful as it is linked to the VEP-RFID tag upon collection. In addition, you can use the eWallet to reload your Touch ‘n Go Card, so that it automatically pays your road charge for entry to Malaysia and road tolls.

You can use the Touch ‘n Go Card to pay road charges or your Touch ‘n Go eWallet app, which you have installed when you collect your VEP RFID tag. The Touch ‘n Go Card can be topped-up at designated Touch ‘n Go locations. Refer to http://www.touchngo.com.my for further information.

All foreign registered vehicles entering Malaysia will be required to pay a Road Charge of RM20 (approx. S$5.75 per entry). Commercial vehicles and motorcycles are exempt.

Tip: Be careful when selecting the ID type in your eWallet. If you get it wrong, this may cause your eWallet and VEP to be mismatched and could result in you not being able to obtain your VEP-RFID tag straight away.

If you do make a mistake, you'll need to create another account to correct it.

For Singaporeans, you should choose NRIC as the ID type in the Touch 'n Go eWallet. Those without Singapore passports should choose Passport as the ID type.

Step 2: Register online at the official VEP portal

You can only register for a VEP online at the official portal Malaysia Vehicle Entry Permit (vep.jpj.gov.my).

You should have your NRIC, passport, vehicle road tax, insurance, model and certificate of entitlement (COE) details ready.

You will need to create an account before you start the application process.

This account can be used to view any updates on the status of your application. Remember your account details to avoid any hassle. You can check the status of your application at vepams.jpj.gov.my.

You will be asked to input your personal details — this should be the registered owner of the car — plus your vehicle information.

The email address you use to register your details using your NRIC (or passport number for foreigners) cannot be amended or deleted, so be sure to use an email address you will continue to have access to. This VEP account will last your lifetime and may be used to register more than one vehicle at a time.

Remember to deactivate your vehicle on your VEP account when you sell it, otherwise any penalties on your sold vehicle accrued in Malaysia will still be attributed to you.

Tip: Avoid filling in the application form manually by retrieving and uploading your vehicle log card (as a PDF file) from the Land Transport Authority’s OneMotoring website.

Once your registration for the VEP is successful, you'll receive a confirmation email. Bear in mind some applicants have reported waiting days or weeks for the confirmation email to arrive. And always remember to check your junk folder.

Step 3: Receive Your VEP RFID Tag – Home Delivery or In-Person Collection

Once you have received an email that your registration has been reviewed and approved, you can log in to vepams.jpj.gov.my to make payment and select your preferred method for receiving the RFID tag.

Option 1: Home Delivery

  • Tag Processing Fee: RM10 (approx. S$2.87)
  • Collection Agent Service Fee: RM30 (approx. S$8.60)
  • Courier Service Fee: Varies based on the courier provider and delivery location

Once you receive your RFID tag, perform 'tag acknowledgement' by logging into the VEP portal and clicking the acknowledgement button associated with your vehicle number. You'll also need to input the RFID serial number for validation. Reminder: Your VEP is not active until you complete this acknowledgement step.

You can self-install the tag on the left side of your windscreen or headlamp. Detailed installation instructions will be provided.

Tip: Delivery may take up to two weeks, so apply early to avoid delays in your travel plans.

Option 2: In-Person Collection and Activation

Apart from postal delivery, drivers can make an appointment to collect and activate their VEP RFID tags at centres in Singapore and Malaysia:

There is a S$39 fee for the service, in addition to the RM10 tag fee – (total approx. S$41.87).

Note that inquiries can be made only at the Woodlands and Danga Bay centres.

Ensure you take the necessary documents, including your appointment confirmation slip, payment receipt, and identification (NRIC or passport), when collecting your RFID tag.

Frequently Asked Questions

What is the VEP tag?

The VEP tag is a self-adhesive sticker with an RFID chip and antenna. The tags are pre-printed with custom images and serial numbers which are unique to each registered vehicle.

As a security measure, the VEP-RFID Tag is designed with anti-peel and tamper-proof features. Once attached to the exterior surface of the headlamp or windshield, the VEP-RFID tag cannot be removed, otherwise the tag will no longer be functional.

What does RFID mean?

RFID stands for Radio Frequency Identification.

It’s a technology that uses radio waves to automatically identify and track tags attached to objects — in this case, your vehicle. Here's how it applies to the VEP system:

  • The VEP-RFID tag is a small sticker embedded with an RFID chip and antenna.
  • When your vehicle passes through a checkpoint, RFID readers detect your tag and retrieve your vehicle information from the Malaysian Road Transport Department’s system.
  • This allows for contactless, automated vehicle identification, which speeds up border processing and ensures compliance with road regulations.
  • The tag will also allow you to pay the RM20 (S$5.75) road charge when you enter Johor via both checkpoints, as well as the toll fees on Malaysia’s expressways using the designated RFID lanes.
